The ability to disable security questions

Currently you can remove a security question entirely from WHMCS *only* if there are 0 uses. We have a few security questions that seemed great at the time we created them (ie: they're not Facebook-able answers) but in practice people often forget the answer.
We'd like to be able to take those questions out so they can't be used by new clients or when people change their security question, however there's no way to do this.
WHMCS needs the ability, in the admin area (/admin/configsecurityqs.php) to be able to disable a security question.
