Template the MarketConnect Promotions carousel

The MarketConnect carousel shown in the client area is hard coded and does not have a template.
Please change this so that the carousel is templated.
At present the code generated contains Bootstrap 3 specific layout which breaks Bootstrap 4. Specifically, use of pull-right and the "item" for each slide should be "carousel-item" in BS4. It would however be better if these are outside the code and templated so that the design is both editable and future proof.
