Currently WHMCS only providing API to send email to client not users (https://developers.whmcs.com/api-reference/sendemail/). Please add new API action to send email to users as well or add new parameter in same API to pass type user or client and then based on type can pass userid or client id.

At present Users do not receive system, product, domain or support related emails. Only account authentication related emails (eg. password reset). Therefore it is by design that emails cannot be sent to users; only the Client Account and Contacts will receive emails.
If the Users system is changed in future to include them as email recipients, we can consider this at such a time.
