A customer wanted to stop using credit cards and switch to Mail In Check. I have that option in the control panel/desktop but it does not appear that the customer has that option, other than making the request in the Support tickets. If a credit card has been cancelled, it does not appear to be a simple process to remove the credit card.

I'm pleased to say that clients can change the Payment Method for all their services in one go via the Account Details page (Hello, Name! > Account Details).
If you've allowed clients to remove Pay Methods in your General Settings > Security tab, they can do so via Billing > Payment Methods.
