Replace State/Region field with dropdown on quotation

When filling out the new quote form at whmcs/admin/quotes.php?action=manage when you select "Quote for new client" all fields are text inputs, including the state/region field.
This becomes a problem for taxation if the quote is accepted and you then convert it to a client with invoices. If you haven't entered the exact correct format for the state/region field, the client won't be taxed correctly for their state/region on all invoices - not just for this quote, but for any future recurring products like a hosting plan.
Example: if you enter ON instead of Ontario in Canada.
The State/Region field on Quotes must be converted to a selectable dropdown, identical to the one used in the create client form both in the Client Area and Admin Area.
