How can we improve WHMCS?

Many jurisdictions have a mandatory opt-out legislation for sending marketing emails. With opt-out legislation, you are free to spam them until they opt-out. In our jurisdiction we are never allowed to solicit them or market to them unless they have specifically opted in. We are not even allowed to pre-check the checkbox for them on a registration form.

Considering the above, this request is to modify the current Opt-Out function so an admin can choose whether it functions as Opt-Out or Opt-In
