InvoiceCreated hook point without requirement to send email

A business has the need to sell products with differing rates of tax, currently WHMCS offers one rate of tax across all products.
To implement this on a custom basis one can use InvoiceCreationPreEmail or InvoiceCreated hook points to perform custom tax calculation and set the tax rate son the invoices. However these hook points only run when the if an invoice is generated and not mailed immediately.
There is a need to be able to execute an invoice hook point without the requirement to send the invoice created email message.
