Include credit balance check before deleting inactive clients

Currently there are 4 criteria to check before deleting inactive clients but there is a crucial one missing.

If a client has a credit balance on their account but meet the 4 criteria they will still be deleted.

Please include an extra criteria:

Check if there is currently a credit balance on their account
