Disallow On-Demand Renewals or payments for selected customers

Hi.
Here is the case: a client is not welcome any more, and I do not want him to renew its services.
The solution I found so far is to submit a cancellation request, so that the system will not issue an invoice at expiration, but the client will still be able to manually renew if the On-Deman Renewals option is on.
The only way is to set On-Demand renewals off, but it would affect all the customers.
I'd love to be able to disallow selected customers to perform payments and/or manually renew services, while On-Demand Renewals is left on.
