Disable option for downgrading Configurable option

For example I have 3 configurable options:
opt1
opt2
opt3
It would be great if it is possible to do the following:

opt1 can upgrade to both opt2 and opt3
opt2 can upgrade to opt3 only
opt3 cannot upgrade at all

The use-case example:
A person sells Virtual Servers. And would like to give customers option to upgrade disk space.
He creates configurable options for disk space.
Technically it is not possible to downgrade Disk space in the Virtual Server on backend.
In WHMCS client can see and select all the configurable options. So it would be nice to have an ability to disable downgrade of configurable options.
