Please provide improvements for the development workflow to make it easier for us to develop themes and modules. You had an article years ago indicating that you're using Docker for dev environments

It would be very useful for us to be able to spin up a local WHMCS environment with IonCube and all the dependencies configured so that we can do local theme development.
Also the theme repo located at
https://github.com/WHMCS/templates-twenty-one does not have the build files. Twitter Bootstrap comes with theming ability built in, that would give us all the flexibility to add our own variables, but the current way that the template is distributed the WHMCS modifications are already merged with Twitter Bootstrap, forcing us to add on layers of overrides instead of just changing the theme SCSS file. These files are already released by Twitter Bootstrap, so I don't see the harm in giving us the build files so we can merge our changes with the WHMCS starter theme.
This is a product designed for hosting agencies. We're server admins and web developers. Most of us know how to use these tools. We'd like to be able to develop for WHMCS the way we do for everything else.
