I recently had a situation where my Cron stopped running and I was unaware of the problem until a customer informed me that he hadn't been billed. Therefore, I'd like to request that you should make it more obvious to the admin that the Cron has stopped. I know you can see it in the System Health Setting and Automation Settings screen, but how often does anyone look at those screens?
If the Cron hasn't run for more than 24 hours, it should display a big warning box at the top of every admin page. Another idea would be to check the last Cron run time on every page load and if it's greater than 24 hours, send an email to the admin.
