Some of our clients is a bit confused regarding the difference of the mail registered under "Account details", "Contacts" and "Users".
They might update the mail under "Account details" and do not understand that the User is not the same mail.
I do not have any good way of solving this, but I have a few ideas on how to solve it:
1. For a "User" force the client to login with a username and not the mail. When you create a new user you add username, mail, phone number and password. The phone number to be used for 2FA for the user. If we do require a phone number to verify and add 2FA for the user, we might even drop the mail.
2. Add note/description on the top of the "Contacts" page to explain that this is an extra contact and not a user.
3. Add note/description to the "Account Details" page to explain that the "Account Details" mail is not the current user, but the main contact point of the account.
4. Might drop the "Extra Contacts" and implement the function of mail notifications to the "Users". And have the owner to toggle the users if they should be able to login or not to the client area.

WHMCS Team Clarification:
Merge the Contacts feature into the Users feature; providing options for Users to receive notification emails.
Users have a one-to-many relationship with Client Accounts, so notification emails would need to be controlled on a per-account basis.

Adding the extra descriptive text can be added via template customisations (account-contacts-manage.tpl and account-user-management.tpl files).
