Allow new and existing installs of WHMCS to begin/re-increment auto-incremented IDs at higher than 1

PROBLEM:
New installs of WMCS began all auto-incrementing at 1. For a new company, this can look unprofessional even if the company has decades of experience in hosting. Clients see a client id of 5 or 20 and they might think the company is run by a bunch of noobs. It's quite unprofessional in appearances.
SOLUTION:
Install a setup feature that allows new or existing installs to re-increment certain public tables, like: clients, affiliates, invoices, etc., so that it looks like the company actually has some experience.
WHY:
Higher IDs make a company look more secure and professional.
Higher IDs also give a certain level of security since there are no 10 or 100, etc. client IDs.
