Add the ability to translate date strings in the Project Management addon

Client area sections of the Project Management addon will show the date in English format regardless of the clients language. For example: Thursday, January 23rd, 2020 when the client is selected to Spanish

We should take advantage of the date translation strings (and possibly other items) that were added to WHMCS a few versions back.

This is an example of the PM Module not properly translating dates into the chosen language (French in this instance). I was unable to find the corresponding language strings in /modules/addons/project_management/lang, which prevented me from making the required changes.

Here is an example of the PM Module not being able to translate dates to the corresponding selected language ( In this example French). I was unable to find the appropriate language strings in /modules/addons/project_management/lang to make the changes.
