How can we improve WHMCS?

As a business it would be beneficial to add an option to the SagePay/Opayo payment gateway module for SCA (Strong Customer Authentication) exception. We are completing a TRA (Transaction Risk Analysis) which should enable us to exempt low value transactions and low risk transactions from SCA.

We would have to submit Apply3DSecure=2 to SagePay along with ThreeDSExemptionIndicator=nn
The indicator value would be 01 for low value and 02 for exemption.
