Add hooks to add content to Admin login page

ClientAreaFooterOutput lets us add content to the Client login page, but AdminAreaFooterOutput doesn't seem to get called on the admin login page.

In fact, there are no hooks that let developers add content to the admin login page. Would be great to fix that.
