Add a checkbox for SMTP SSL Certificate Validation disabling

I have a setup which uses a mailserver that's public with a valid SSL certificate, how ever when connecting locally with the service IP it wont allow us due to, a certificate validation error.
This solution works temporary https://whmcs.community/topic/269313-whmcs-v7-smtp-connect-failed/ as it wont survive updates.
