Hidden or Cloaked Support Tickets

This has been driving me up a wall, I want to be able to create a ticket, attach it to a client profile, but NOT have the customer see it all. Lots of times we have regular things we do as maintenance on customer accounts, and I want to be able to flag this "cloaked tickets" to staff members to take care of them without the customer seeing them in the portal. I can't belive this isn't already a feature.

also, ALL tickets should be hidden from the customer by default. A check box should be added (next to return to ticket list) that says, make visible to customer, so only that response is visible.
