The new PayPal Checkout uses PayPal's REST API which allows handling of multiple currencies where PayPal legacy does not. Unfortunately, WHMCS only offers the smart button option on the order summary for Paypal Checkout which gives PayPal an unfair advantage over other gateways that you may be using.
I propose a feature request to give us an option to use the smart buttons under the order summary or a simple link with the other gateways on the checkout page.
This way we are not forced to continue with the Paypal legacy option and can take advantage of the new features that come with PayPal Checkout.
