How can we improve WHMCS?

When I refund the invoice payment to credit which paid with payment gate , the system will refund the transaction fee at the same time. When the client pay with credit next time, it will not reduce the transaction fee. But actually, the transaction fee is charged by payment gateway.
It should not refund the transaction fees, or it should deduct the fees when pay next time.
