Allow service up-/downgrades when an invoice is in the "Payment Pending" status

Hi,
since version 8.12 WHMCS doesn't allow service up-/downgrades when an invoice is in the "Payment Pending" status. This is inconvenient for us, as many of our customers do not have to pay their bills immediately - the money will be automatically debited from the bank account later. Until then, an invoice is in the "Payment Pending" status and customer can no longer make up-/downgrades for the service. Previously, this was only blocked with unpaid invoices.
Could you make this logic as a separate setting? Then everyone can adjust it to suit them better.
