How can we improve WHMCS?

In Wisconsin Sales Tax is based on State and then County. While most of our counties charge the same rate it would be nice for some of the user group out here that we could expand on your tax configuration for level 1 and level 2 to be able to tax based on a match of any field including custom client fields.

So for example if we charge a state tax and then a county tax I could create a custom field on my clients that include county. This would make it so if there is a match on that county than it would charge the appropriate level 2 tax. Someone on this forum said they want to charge sales tax based on the zip code. Why couldn't we allow the tax configuration to look for those zip codes in the appropriate field and charge the level 2 sales tax if there is a match?
