Add Translate support for Pay To Text string in WHMCS Settings

WHMCS invoices show on top of pdf/html invoices the Pay To Text
this editable in WHMCS admin -> General Settings -> General -> Pay To Text
it's possible to put only one language text.
WHMCS, as Multiple languages supporting system, should add for this field option for translation using configtranslations.php
today, the "default" text is in hebrew since most of our clients want to get the info in hebrew, but some of them need it in english so we should edit it each time before create invoice and edit back after created to the needed hebrew text.
this should be not particularly complex, very useful and will extend WHMCS support to multiple languages
