Add One Time payment option to PayPal Payments

Hello,
please see the title. Since PayPal Basic is being abandoned, there is no way to enable One Time Payments. Some Customers don't like having subscriptions, so we turned them off in PayPal Basic. But cannot proceed to do so within PayPal Payments.
