How can we improve WHMCS?

Can we please get a 2 digit hour or at least when I put in 0.25 that it actually stays as that? Right now if I put in 0.25 I get 0.3 as the answer and then it changes the amount per hour from $90 to $75. The expected result is to leave the 0.25 hours in there and keep the $90 per hour there also.

== Steps to Reproduce ==
1. Go to Client Profile
2. Billable Items tab
3. Add Time Billing Entries
4. Click dropdown to add your hourly consulting item
5. Enter description, hours, and rate - In this case hours is 0.25 and rate is 90
6. Click save
7. Go back into billable item because I want to change it from Don't Invoice to Add to next Invoice
8. It comes back with 0.3 and 75 for the time and rate which ultimately changes the description to show that I'm billing them at 75 per hour, not 90 per hour.

== Expected Result ==
I would like to see it support 2 decimal digit hour time to support a 1/4 hour. It really gets annoying that I can't just put in 0.25 and expect that it leaves the entry alone.
