If a "hacker" logs on your WHMCS installation you cannot see what he did on the administrative area because the activity log only records what has been done in tickets, profile modifications and so.

If this hackers go for example to modify the Paypal Gateway configuration you wouldn't be advice by the Activity Log.

So I think this is a most! to log all administrators changing settings.
