Permission option to allow admins to create quotes but not to be able to delete them

Hello,
It's a good idea to be able to give Permission option to allow admins to create quotes but not to be able to delete them.
So we will have 3 permissions one for edit one for creating and one for deleting and the owner can give each admin what he wants.
And when quotation deleted it will change it's status to deleted not delete from database to be able to review it later the reason for deletion .
All quotes are sent to clients so not a good idea to delete them .
We cannot retrieve it if deleted what happened with that quote .
