If tax is enabled it should default to on for anything being added

If tax is enabled, which will be the case for the vast majority then tax should default to on for all items being added - ie for add-ons the default is off.
Failing that the default should be on for everything - better to be over priced and/or not sell something because its too expensive (which will cause you to investigate) than to loose money on sales
