Add checkbox to notifiy department staff about new ticket opened by another admin

We need to be able to open a new ticket as admin and notify the staff in the department without notifying the client. (here /admin/supporttickets.php?action=open)
There is currently a checkbox to "send email" - which emails a notification to the client. We would like another "send email" checkbox next to the 'department' field, which still functions if the first checkbox is not checked.
