Manage translated files as po

I'm new in this platform and I've suprised that all translations files are managed as php files.
That method have these problems:
1- You cannot manage easily which strings are not translated
2 - It's difficult to update. You cannot see which strings are new.
3 - You cannot delegate with other persons that has not got technical background.
4 - You can't get help from translations tools.
Instead, I'd suggest to use PO Files system as WordPress does. You can avoid all these problems.
And it's open source.
