How can we improve WHMCS?

For example I want add 18% TAX for ALL countries of world expect only one country. For example user's from Azerbaijan don't pay tax, but all other countiers are pays. In WHMCS settings we have only 2 choose:

"Add tax for one country" and "Add tax for all country". Why don't have feature: Add tax for all countries expect one.

I just want to make sure that the tax is added to all countries except one. According to current rules, I have to add all 196 countries separately. Why? I want them all at once.
